25、理內(nèi)容，也應符合本規(guī)定。涉及建筑高度、建筑間距、建筑退讓、設計標高和日照等建筑管理內(nèi)容，也應符合本規(guī)定。1.3鹽城市城市規(guī)劃區(qū)包括亭湖區(qū)和鹽都區(qū)全部行政范圍。主城區(qū)舊區(qū)是指東至文港路，南至青年路，西至鹽馬路、大慶路、西環(huán)路一線，北至新洋港；新區(qū)是指城市規(guī)劃區(qū)范圍內(nèi)舊區(qū)以外的其它范圍。城市規(guī)劃區(qū)范圍內(nèi)的鐵路、公路、河道、管線等適用本細則。城市規(guī)劃區(qū)內(nèi)鄉(xiāng)鎮(zhèn)可參照執(zhí)行。第二章城市土地使用管理2.1城市用地分類2.1.1城市用地，根據(jù)其使用的主

26、要性質(zhì)進行分類，按照《城市用地分類與規(guī)劃建設用地標準》（GBJ13790）執(zhí)行。2.1.2與城市用地相連的各級風景區(qū)、各類旅游度假區(qū)，其向公共開放，并有一定游憩設施的用地（包括用地范圍內(nèi)水域），可以計入公共綠地，其余概不作為城市建設用地。2.2建設用地的適建性規(guī)定2.2.1各類建設用地的劃分和使用性質(zhì)應遵循土地使用相容性的原則，符合經(jīng)批準的詳細規(guī)劃的規(guī)定。2.2.2尚無經(jīng)批準的詳細規(guī)劃的建設用地，應由城市規(guī)劃行政主管部門根據(jù)分區(qū)規(guī)劃或總

27、體規(guī)劃的規(guī)定進行建設適建性劃分。2.2.3城市建設用地的適建規(guī)定見表2.2.3。2.2.4表2.2.3中未列入的建設項目，由城市規(guī)劃行政主管部門根據(jù)建設項目對周圍環(huán)境的影響和基礎(chǔ)設施等條件，確定其適建性。2.2.5需改變經(jīng)批準的規(guī)劃用地性質(zhì)或超出表2.2.3規(guī)定的適建范圍的，應對規(guī)劃進行調(diào)整，并按規(guī)定程序和審批權(quán)限批準后方可實施。2.2.6城市新建居住區(qū)應按國家和省城市規(guī)劃行政主管部門規(guī)定，同步安排教育、醫(yī)療衛(wèi)生、文化體育、商業(yè)服務、金
